The Postal Corporation of Kenya (PCK) is a key public communication and financial services provider charged with specific statutory functions that are geared towards rapid social and economic development of our country. To enable PCK discharge its functions, it has put in place a strategic business plan to ensure efficient delivery of services and improvement of corporate image. Effective identification and deployment of the human capital is key to the success of our corporate goals and objectives. In this regard the following positions in headquarters are hereby advertised

  1. GENERAL MANAGER LEGAL SERVICES / CORPORATION SECRETARY

(a) Duties and Responsibilities

  1. Provide secretarial and legal services to Postal Corporation of Kenya.

  2. Monitor corporate governance policies and their implementation after Board approval.

  3. Legal Advisor to the Organization /Board of Directors.

  1. Review and develop legal and communication policies, procedures and recommend areas of improvement.

  2. Coordinate preparation of Board papers and line them up for the meetings.

  3. Ensure safe custody of property and assets documents.

  4. Ensure proper drawing of legal documents as per approved policies and procedures.

  5. Prepare legal reports and opinion on matters involving PCK to the Board or senior management meeting.

  6. Ensure that the Organization insurance cover is legally adequate and terms and conditions are complied with.

  7. Ensure that the Organization complies with statutory and other regulations requirement.

  8. Offer secretarial services to the Board.

  9. Coordinate and monitor external legal representation.

  10. Develop a sound financial budget for the department and ensure effective control.

  11. Plan, monitor and evaluate the performance of staff against set targets and objectives.

  12. Implement development action plans aimed at building the capacity of individuals and Multi-disciplinary teams.

  13. Serve as a member of the Executive management of the corporation, participating in making decisions on all matters relevant to the running of the corporation.

  14. Perform any other duty as assigned by the Postmaster General

(b) Requirements for Appointment

  1. Bachelors degree in Law;

  2. Masters degree in Law;

  3. Diploma in Law (from Kenya School of Law);

  4. Certified Public Secretary (CPS-K);

  5. Proficiency in computer applications;

  6. Minimum of 12 years post-qualification experience in legal practice

  7. Advocate of the High Court of Kenya;

  8. Current practicing certificate;

  9. Membership of relevant professional body

  1. MANAGER / CLEARING AND FORWARDING

Duties and Responsibilities

  1. Responsible for all operational planning and administrative duties in the clearance and forwarding of Cargo.

  2. Work closely with customers, colleagues and third parties to ensure smooth operation to meet deadlines.

  3. Act as a consultant in the customs, logistics and warehousing matters.

  4. Coordinate receiving of clearance/shipping document from customers.

  5. Maintain current knowledge of relevant legislation, political situation and other factors that could affect services to customers.

  6. Negotiate contracts, transportation and handling cost.

  7. Oversee preparation and processing of import/export warehousing and transport document through custom port authorities and shipping lines.

  8. Oversee arrangement of payment freight charges port storage/handling and other charges on behalf of the customer

  9. Take responsibility for custody and storage of the cleared cargo until it is delivered and received by the customer.

  10. Oversee timely preparation of billing statement of account and invoicing to enable effective management of payments.

  11. Perform any other duty as assigned by the supervisor.

  1. Requirements for Appointment

  1. Bachelor’s Degree in Business Administration, Economics, Commerce or equivalent;

  2. Relevant Master’s Degree or Professional Post-graduate Diploma;

  3. A minimum of 5 years’ experience in clearing & forwarding business

  4. Membership of relevant professional body;

  5. Proficiency in computer applications

3. MANAGER – RETAIL SHOPS

(b) Duties and Responsibilities.

  1. Develop and co-ordinate strategies and business plans pertaining to the retail shops.

  2. Develop and implement brand strategies to ensure brand growth

  3. Participate in pricing of the retail products in liaison with the relevant departments and stakeholders.

  4. Monitor sales performance for the retail shops against set targets.

  5. Preparation and implementation of performance management systems based on productivity and product items / volumes.

  6. Co-ordinate and manage the retail shop stocks and sales in liaison with the relevant officers and supervisors.

  7. Produce sales reports, analytical reports on monthly basis and advise management on the way forward.

  8. Ensure service quality is maintained and service issues addressed promptly to maximize customer satisfaction.

  9. Undertake any other contingent duties assigned to by the Director.

  10. Organize special promotions, displays and events as and when necessary.

  11. Analyze market trends in the retail industry and ensure development and implementation of best initiatives to a bigger claim market share.

  12. Maintain compliance with all company policies and procedures related to retail operations.

  13. Perform any other duties as assigned by the controlling officer.

  1. Requirements for Appointment

  1. Bachelors Degree in Business Administration, Economics, Commerce or equivalent;

  2. Relevant Masters Degree or Professional Post-graduate Diploma;

(iii)Membership of any relevant professional body;

(iv)A minimum of 3 years’ experience in managing retail shops

(v)Proficiency in computer applications;

4. MANAGER – DIGITAL PRODUCTS

  1. Duties and Responsibilities.

  1. Develop new or enhanced capabilities of various services of Digital Products and business.

  2. Develop and model price and value propositions for digital products and services.

  3. Develop superior user experience and processes on digital services

  4. Drive sales, collections, payments and transfers on digital channels

  5. Execute Product implementation between Business; Operations, Technology in the Corporation & all third parties.

  6. Negotiate and maintain service level agreements with relevant functions and third parties.

  7. Create tools to gauge market perception of various digital products and services.

  8. Prepare project status reports and channel performance presentations on a monthly basis or as required.

  9. Develop work plans for new and improved capabilities, together with internal and external partners and ensure that timelines are met.

  10. Development and tracking of KCSA (Key Control Standard Assessment) Audit, compliance and risk assessment (initial and ongoing) self-assessment.

  11. Perform any other duties as assigned by the controlling officer from time to time.

  1. Requirements for Appointment.

  1. Bachelors Degree in Business Administration, Economics, Commerce or equivalent;

  2. Relevant Masters Degree or Professional Post-graduate Diploma;

  3. Membership of relevant professional body;

  4. A minimum of 5 years’ experience in handling products on a digital platform or similar work experience in a technologically based firm.

5. MANAGER / LOGISTICS

Job Objective

Managing Logistics in a cost effective manner

  1. Duties and Responsibilities

  1. Spearhead monitoring and designing of the most efficient and cost effective mail, parcel and EMS routing by land, sea and air delivery both locally and internationally.

  2. Develop, implement and review logistics policy.

  3. Lead staff in benchmarking to ensure that freight tariffs are reasonable and beneficial to the corporation.

  4. Oversee preparation of logistics and support plans

  5. Co-ordinate preparation of operating budgets for planned and new operations.

  6. Oversee the development and implementation methodologies and tools to enable effective execution of logistics plans.

  7. Spearhead the formulation of standard operating procedures.

  8. Ensure timely, accountable and cost effective delivery of mails, parcels and EMS items to various destinations.

  9. Ensure staff prepares weekly, monthly, quarterly and yearly reports on the movement of PCK cargo by air, sea and land.

  10. Ensure accurate and complete accounting reporting and that internal control systems are functioning and all relevant records are maintained.

  11. Spearheads preparation of logistics preparedness reviews.

  12. Ensure liaison with all stakeholders to solve data irregularities and/ or inconsistencies.

  13. Develop and implement warehousing business

  14. Develop and implement logistic participating with private institutions.

  15. Perform any other duty as assigned by controlling officer.

( b) Requirements for Appointment

  1. Bachelors degree Economics or equivalent;

  2. Relevant Masters Degree or Professional Post-graduate Diploma;

  3. A minimum of 3 years practical experience in handling logistics for a reasonably medium to large fleet.

  4. Membership of relevant professional body;

  5. Proficiency in computer applications;

  6. Shown merit and ability as reflected in work performance and results.

6. ASSISTANT MANAGER – LEGAL (LITIGATION) SERVICES

  1. Duties and Responsibilities.

  1. Represent the Corporation in legal, civil and criminal court proceedings and ensure timely gathering of evidence as required.

  2. Gather information and evidence on cases, compile the cases as required and prepare witness for trials.

  3. Participate in maintenance of files, and file all court proceedings.

  4. Prepare legal documents as required.

  5. Participate in preparation of budgets, and ensure effective control.

  6. Prepare legal reports and opinion on matters involving PCK.

  7. Negotiate fees for advocates, auctioneers, and investigators.

  8. Liaise with external lawyers on legal matters for or/ against PCK.

  9. Participate in review and formulation of legal policies and practices.

  10. Maintain and file all court proceedings as per procedures.

  11. Perform any other duty assigned by the controlling officer.

  1. Requirements for Appointment

  1. Bachelors degree in Law;

  2. Diploma in Law (from Kenya School of Law);

  3. Proficiency in computer applications;

  4. Minimum of 5 years post-qualification experience in litigation.

  5. Advocate of the High Court of Kenya;

(vi)Current practicing certificate;

7. ASSISTANT MANAGER – RETAIL SHOPS

  1. Duties and Responsibilities

  1. Participate in the formulation and implementation of strategic and tactical sales plans of all retail products.

  2. Develop and maintain relationships with existing clients and help maximize on revenue potential.

  3. Provide timely and reliable management information on corporate sales.

  4. Participate in the formulation, implementation and carrying out of initiatives that are targeted towards building the overall strength and performance of the products.

  5. Participate in establishing measurable standards of performance for the retail shop handlers.

  6. Participate in organizing sales conferences to introduce new products to the shop handlers.

  7. Initiate and coordinate development of action plans to penetrate new markets.

  8. Monitor compliance of service quality, company policies and procedures and address issues promptly to maximize customer satisfaction.

  9. Co-ordinate and manage the retail shop stocks and sales in liaison with the relevant officers and supervisors.

  10. Collate and analyze sales reports on monthly basis and recommend improvement strategies.

  11. Cascade and monitor sales and revenue targets and coordinate performance appraisal of the shop handlers.

  12. Participate in pricing of the retail products in liaison with the relevant departments and stakeholders.

  13. Perform any other contingent roles as assigned from time to time.

  1. Requirements for Appointment

  1. Bachelor’s Degree in Business Administration, Economics, Commerce or equivalent;

  2. Relevant Masters Degree or Professional Post-graduate Diploma;

  3. A minimum of 3 years’ experience in managing a moderate to large retail shop.

  4. Proficiency in computer applications;
