Postal Corporation of Kenya (PCK) is a key public communication and financial services provider and invites qualified and interested applicants to fill the following position;

 

MANAGER /COURIER & LOGISTICS                          Grade      MG 4

 

  1. Job Objective

Managing Logistics in a cost effective manner

 

  1. Duties and Responsibilities
  2. Spearhead monitoring and designing of the most efficient and cost effective mail, parcel and EMS routing by land, sea and air delivery both locally and internationally.
  3. Develop, implement and review logistics policy.
  4. Lead staff in benchmarking to ensure that freight tariffs are reasonable and beneficial to the corporation.
  5. Oversee preparation of logistics and support plans
  6. Co-ordinate preparation of operating budgets for planned and new operations.
  7. Oversee the development and implementation methodologies and tools to enable effective execution of logistics plans.
  8. Spearhead the formulation of standard operating procedures.
  9. Ensure timely, accountable and cost effective delivery of mails, parcels and EMS items to various destinations.
  10. Ensure staff prepares weekly, monthly, quarterly and yearly reports on the movement of PCK cargo by air, sea and land.
  11. Ensure accurate and complete accounting reporting and that internal control systems are functioning and all relevant records are maintained.
  12. Spearheads preparation of logistics preparedness reviews.
  13. Ensure liaison with all stakeholders to solve data irregularities and/ or inconsistencies.
  14. Develop and implement warehousing business
  15. Develop and implement logistic participating with private institutions.
  16. Perform any other duty as assigned by controlling officer.

 

( c ) Requirements for Appointment

  • Bachelors degree Economics or equivalent;
  • Relevant Masters Degree or Professional Post-graduate Diploma;
  • Served as Assistant Manager – Logistics for a minimum of 3 years;
  • Membership of relevant professional body;
  • Proficiency in computer applications;
  • Shown merit and ability as reflected in work performance and results.

  • Job Objective

 

To formulate system business requirements and implementing business solutions to address market needs.

 

  • Duties and Responsibilities
  1. Provide direction, strategy, planning and support of core business applications and systems within Finance, Customer Service and Operations, Human Resources, Legal Services, Business Development and other custom developed applications.
  2. Formulate the implementation of solutions to the application and back end infrastructure requirements based on the business needs of PCK.
  3. Provide strategic evaluation and software application selection to support internal PCK business requirements and supervise the technical execution of those solutions.
  4. Carry out supervisory responsibilities in accordance with PCK policies and applicable laws.
  5. Assist in developing and upgrading the existing applications to support the requirements of the new business initiatives.
  6. Give direction on writing new codes for database access, and construction including stored procedures, triggers, database tables and indexes.
  7. Interface with other Innovation champions to ensure intelligence is shared, benchmarking is undertaken and communication of best-practices for innovative thinking.
  8. Engage to creativity and innovation through, seminars, workshops and information communication techniques.
  9. Review corporation policies, procedures with a view of automating the revised processes.
  10. Provide leadership and direction to team members.

  • Bachelors degree in ICT
  • Professional ICT Certification by Microsoft, Cisco or equivalent;

MANAGER – RETAIL SHOPS: Grade MG 4

 

Duties and Responsibilities.

  1. Develop and co-ordinate strategies and business plans pertaining to the retail shops on Fast Moving Consumer Goods (FMCG)
  2. Develop and implement brand strategies to ensure brand growth
  3. Participate in pricing of the retail products in liaison with the relevant departments and stakeholders.
  4. Monitor sales performance for the retail shops against set targets.
  5. Preparation and implementation of performance management systems based on productivity and product items / volumes.
  6. Co-ordinate and manage the retail shop stocks and sales in liaison with the relevant officers and supervisors.
  7. Produce sales reports, analytical reports on monthly basis and advise management on the way forward.
  8. Ensure service quality is maintained and service issues addressed promptly to maximize customer satisfaction.
  9. Organize special promotions, displays and events as and when necessary.
  10. Analyze market trends in the retail industry and ensure development and implementation of best initiatives to a bigger claim market share.
  11. Maintain compliance with all company policies and procedures related to retail operations.
  12. Manage stock levels and make key decision about stock control
  13. Develop strategies to improve customer service, drive sale, increase profitability, and market programs.

HEADQUARTERS
1.    MANAGER – CUSTOMER SERVICE: GRADE 4.

 

Job Objectives
Develop and implement back office customer service delivery plans, coordinate maintenance of courier and mail service infrastructure and achievement of domestic and international standards.
(b)    Duties and Responsibilities
1.    Ensure development and implementation of the customer service strategies and priorities
2.    Attend to high-profile customers in person
3.    Ensure complains from clients are resolved without delay
4.    Spearhead maintenance of effective relationships with internal and or external customers
5.    Ensure staff respond promptly to customer queries
6.     Provide feedback to update respective managers to improve products and services
7.    Spearhead in educating customers on PCK products and service
8.    Ensure prompt updating of customer records and the systems database
9.    Ensure that unresolved complaints are referred to respective Departments for appropriate action.
10.    Ensure staffs prepare monthly analysis on customer complaints and complements, and recommendations are made and sent to management.
11.    Plan, monitor and evaluate the performance of staff against set targets and objectives and implement development action plans aimed at building the capacity of individuals.
12.    Ensure effective implementation of the relevant ISO processes and procedures
13.     Perform any other duty as assigned by Senior Officers.

2.    MANAGER /– COMPLIANCE  :GRADE 4

 

Job Objective
Develop service standards and continually monitor achievement of targets and improvement of the same, enforce revenue collection and ensure accounting procedures are adhered to.

Duties and Responsibilities
1.    Monitor and enforce compliance with corporate inspection policy of revenue centers at least twice a year by regional managers’ inspection teams.
2.    Enforce compliance with statutory and regulatory requirements.
3.    Ensure quality of service monitoring is carried out in accordance with corporation service delivery standards for each product.
4.    Ensure systems and procedures compliance for each product and service.
5.    Receive and analyze inspection reports from Headquarter and Region and make recommendations to management on the way forward
6.    Ensure that Inspection schedule is maintained and adhered to.
7.    Coordinate ad hoc inspections
8.    Formulate service standards and targets in all departments.
9.    Plan, monitor and evaluate on continual basis the implementation of ISO standard
10.    Liaise with external ISO Auditors and certification bodies in ensuring that the corporation is certified as ISO compliant.
11.    Plan, monitor and evaluate the performance of staff against set targets and objectives and implement development action plans aimed at building the capacity of individuals.
12.    Develop internal operational controls in liaison with respective departments.
13.    Ensure effective implementation of the relevant ISO processes and procedures

GENERAL MANAGER / CORPORATION SECRETARY LEGAL SERVICES.              GRADE   MG 2

(a)   Duties and Responsibilities

  1. Provide secretarial and legal services to Postal Corporation of Kenya.
  2. Monitor Corporate Governance policies and their implementation after Board approval.
  3. Legal Advisor to the Organization /Board of Directors.
  4. Review and develop legal and communication policies, procedures and recommend areas

of improvement.

  1. Coordinate preparation of Board papers and present them during the meetings.
  2. Ensure proper drawing of legal documents as per approved policies and procedures.
  3. Prepare legal reports and opinion on matters involving PCK for presentation to the Board

or senior management meetings.

  1. Ensure that the Organization insurance cover is legally adequate and terms and conditions

are complied with.

  1. Ensure that the Organization complies with statutory and other regulation’s requirement.
  2. Supervise, appraise staff and identify their development and training needs.
  3. Coordinate and monitor external legal representation
  4. Brief and coordinate external legal representation.
  5. Develop a sound financial budget for the department
  6. Plan, monitor and evaluate the performance of staff against set targets and objectives and

implement development action plans aimed at building the capacity of individuals and

multi-disciplinary teams.

  1. Serve as a member of the Executive Management of the Corporation, participate in

(b)  Job Specifications

  • Bachelor’s degree in Law;
  • Master’s degree in Law will be an added advantage;
  • Diploma in Law (from Kenya School of Law);

  • Certificate showing proficiency in computer applications;
  • Minimum of 12 years post-qualification experience in legal practice.
  • Be an Advocate of the High Court of Kenya;
  • Have a current practicing certificate;

  1. ASSISTANT GENERAL MANAGER/SECURITY & INVESTIGATIONS. – GRADE MG 3

 

(a)   Duties and Responsibilities.

 

  1. Lead senior staff to evaluate all investigative outcomes.
  2. Spearhead planning, development and implementation of security plans and security

programs – emergency response and crisis management, physical security,

information protection, incidence management and/or investigation

  1. Monitor and audit investigations to come up with appropriate security risk mitigation

responses.

  1. Conduct periodic security risk assessment programs in the corporation.
  2. Spearhead formulation of sound security management procedures.
  3. Develop and cultivate good working relations with key stakeholders – The Kenya

Police, The Judiciary, NSIS, Office of the Director of Public Prosecutions and other

relevant Government agencies.

  1. Develop and manage investigative teams attending to complaints, intelligence and

physical evidence gathering.

  1. Manage analysis of evidence in accordance with the laws of Kenya, PCK Act,

  • 15 years of relevant experience, 5 of them in senior management;

3 MANAGER/ COURIER & LOGISTICS. GRADE   MG 4

 

  • Duties and Responsibilities
  1. Develop and co-ordinate courier, Parcels and Posta Cargo sales strategies.
  2. Develop and maintain Customer relationship management
  3.  Set business targets in liaison with Regional Managers.
  4. Provide field support to sales teams.
  5. Implement brand strategies to ensure brand growth
  6.  Monitor and evaluate the performance of the quality management system and report to M/Compliance on quarterly basis
  7. Participate in pricing of courier products in liaison with the relevant departments
  8. Introduction and implementation of new courier based products.
  9. Monitor courier sales performance against set targets.
  10. Preparation and implementation of performance management systems based on productivity and traffic volumes, including the achievement of set standards  and targets
  11. Liaise with the EMS unit and the UPU parcels group on development of EMS and parcels as international brands.
  12. Co-ordinate Coach and mentor staff and manage the sales team.
  13. Develop business plans for courier and parcels
  14. Produce sales reports analytical reports on monthly basis and advise management on the way forward.
  15. Ensure service quality is maintained and service issues addressed promptly to maximize customer satisfaction for courier and Parcels
  16. Ensure attainment on the number of sales visits with each sales person as per agreed standards.
  17. Suggest product innovation as per customer requests and involve Marketing and Customer service.
  18. Implement the sales management guideline.
  19. Propose agency partnerships.
  20. Ensure effective implementation of the relevant ISO processes and procedures.
  21. Undertake any other contingent duties assigned to by the General Manager.
