Job Title: Assistant General Manager

Contract Period: 3 years renewable

Job Objectives

Responsible for formulating, developing and implementing effective ICT strategy, management policies and procedures, administering day-to-day operations and coordinating all departmental activities to obtain optimum ICT value.

Duties and Responsibilities

1. Identify and implement appropriate IT technologies to meet the short and long term PCK business requirements Manage the departmental budgeting processes and directing the proper and effective utilization of the same.
2. Identify and forge strategic IT relationships with key potential partners for on-going project implementations and support.
3. Provide expert extensive contact with the executive management staff of PCK to identify and prioritize key IT initiatives.
4. Formulate and enforce all the PCK ICT security policies in conjunction with the other departmental heads.
5. Establish plans and strategies in development of training and educational programs in ICT for the user departments.
6. Provide leadership towards the achievements set targets in ICT departments.
7. Adhere to the corporation policies, procedures and business ethics and ensure that they are communicated and implemented
8. Perform a wide range of systems analysis and programming work involved in the development, implementation or modification of various applications to met current business demands.
9. Conduct complex and comprehensive feasibility studies and detail designs; establish standards and programming processes; recommends and implements system improvements as needed.
10. Document new and existing systems and coordinate system development activities and data processing services in liaison with user departments.
11. Coordinate development and implementation of new ICT based innovations in the corporation in liaison with other departments.
12. Stimulate solution identification and development of new ideas with staff on IT based solutions.
13. Train employees in work procedures, standards and safety practices, and review work in progress or upon completion for compliance with standards.
14. Provide field support to ICT staff and monitor their performance to ensure smooth running of the ICT systems.
15. Develop a sound financial budget for the department
16. Plan, monitor and evaluate the performance of staff against set targets and objectives and implementing development action plans aimed at building the capacity of individuals and Multi-disciplinary teams.
17. Serve as a member of the executive management of the corporation, participating in making decisions on all matters relevant to the running of the corporation.
18. Ensure effective implementation of ISO processes and procedure.
19. Perform any other duty as assigned by the Postmaster General.

   Requirements for Appointment

1. Bachelor’s degree in ICT from a recognized university.
2. Professional ICT Certification by Microsoft, Cisco or equivalent;
3. Master’s degree in ICT or business related.
4. Advanced-Level Proficiency in Leadership Skills. (Planning, Organizing, Controlling,
Directing, Co-ordinating)
5. 10 years of relevant experience, 5 of which should be in senior management
6. Membership of relevant professional body
7. ICT Course Certifications or related certificates e.g. COBIT, ITIL, CISA, CISSP, MS-MVP
8. Shown merit and ability as reflected in work performance and results.

Duties and Responsibilities

1. Manage & Engage Staff under the Business Systems Section within ICT to meet technical business needs
2. Supervision of the provision of day-to-day functional and technical support to the users of the ERP and its auxiliary systems
3. Manage, Support, and Maintain Key Business Systems in liaison with key business users and external ICT Vendors
4. Maintenance of the integrity, stability, confidentiality, and strategic availability of data/information within the ERP and its auxiliary systems.
5. Ensuring timely, accurate, and reliable dissemination of information for purposes of management and administration.
6. Coordinating with the helpdesk and network infrastructure administrators to review and optimize system architecture, and to assure the functionality of business continuity strategies
7. Documentation of system process flows, work procedures (both technical and user), system requirements, and implementation designs including the rationales for the chosen approaches, documentation of the costs, benefits, and risks
8. Formulate and implement policies that ever-increasingly enhance the objectives of the section, the department, and the corporation, in areas such as employee motivation and retention, profit optimization, operational/logistical efficiency, professional reputation, and information quality
9. Advises management on technology developments, and benchmarks current systems with international standards and national policies
10. Maintain overall control, oversight, and guidance to the Business Software Development teams to meet business requirements and user specifications and in a timely and cost-effective manner
11. Plan and implement effective testing processes to ensure that implemented business systems adhere to standards and reduce associated risks
12. Create and review technology RFPs
13. Any other duties and tasks that may be assigned.

   Requirements for Appointment

1. Bachelors Degree in ICT or Computer Science or related degree.
2. Masters Degree in any business-related field (Added Advantage
3. ICT Course Certifications or related certificates e.g. COBIT, ITIL, CISA,    CISSP, MS-MVP
4. Software Development or Programming Background / Base
5. Web Development related certificates or courses
6. Mobile App Development related certificates or courses
7. Database Management related certificates or courses
8. Data Analysis & Visualization related certificates or course
